El Niño dries up water in Honduras

Although there is no official estimate, it is expected that about 170,000 children under 5 are facing malnutrition and disease due to the lack of clean water in Honduras.

So far this year, El Niño has affected 1.4 million Hondurans, or 16 percent of the total population, according to the Permanent Commission of Contingencies (COPECO).

"The drought is so intense in southern Honduras that surface water in many places are deepening and groundwater reserves are depleted at a faster rate," said Javier Mayorga, Project Coordinator of Water and Sanitation World Vision Honduras .

Without enough water, children are susceptible to disease and both children and their mothers spend more time fetching water from distant sources.

In some communities, near Choluteca, in southern Honduras, natural water sources have almost dried-up completely, creating a crisis that is affecting children and their families, animals and eventually the land, which is losing some of its production potential. The drought is also increasing the demand for health services due to the upsurge in cases of dengue, chikungunya, diarrhoea and the Zika virus. More

Widespread impacts of neonicotinoids 'impossible to deny'

Neonicotinoid pesticides are causing significant damage to a wide range of beneficial species and are a key factor in the decline of bees, say scientists.

Researchers, who have carried out a four-year review of the literature, say the evidence of damage is now "conclusive".

The scientists say the threat to nature is the same as that once posed by the notorious chemical DDT.

Manufacturers say the pesticides are not harming bees or other species.

Neonicotinoids were introduced in the early 1990s as a replacement for older, more damaging chemicals.

They are a systemic insecticide, meaning that they are absorbed into every cell in a plant, making all parts poisonous to pests.

But some scientists have been concerned about their impact, almost since the moment they were introduced.

Much of the worry has surrounded their effects on bees.

There's been a well documented, global decline in these critical pollinators.

Many researchers believe that exposure to neonicotinoids has been an important destabilising factor for the species.

'Worldwide impacts'

In 2011, environmental campaigners, the IUCN, established an international scientific taskforce on systemic pesticides to look into the impacts of these chemicals.

The members have reviewed over 800 peer reviewed papers that have been published in the past 20 years.

Their assessment of the global impact says the threat posed goes far beyond bees.

In their report, to be published next month, they argue that neonicotinoids and another chemical called fipronil are poisoning the earth, the air and the water.

The pesticides accumulate in the soil and leach into water, and pose a significant problem for earthworms, freshwater snails, butterflies and birds.

The researchers say that the classic measurements used to assess the toxicity of a pesticide are not effective for these systemic varieties and conceal their true impact.

They point to one of the studies in the review carried out in the Netherlands.

It found that higher levels of neonicotinoids in water reduced the levels of aquatic invertebrates, which are the main prey for a whole range of species including wading birds, trout and salmon.

"There is so much evidence, going far beyond bees," Prof Dave Goulson from the University of Sussex told BBC News.

"They accumulate in soils, they are commonly turning up in waterways at levels that exceed the lethal dose for things that live in streams.

"It is impossible to deny that these things are having major environmental impacts."

DDT comparison

The scientists are very worried about the prophylactic use of neonicotinoids, where seeds are coated in the chemicals and the plant grows up with the ability to destroy pests already built in.

"It is a bit like taking antibiotics to avoid getting ill," said Prof Goulson, one of a team of 29 scientists involved in the research.

"The more they are used, the stronger the selective pressure you place on pest insects to become resistant to them. Using them as prophylactics is absolute madness in that sense."

The task force argues that with neonicotinoids and fipronil making up around a third of the world market in insecticides, farmers are over-relying on them in the same way as they once became over reliant on chemicals like DDT.

"We have forgotten those lessons and we're back to where we were in the 1960s," said Prof Goulson.

"We are relying almost exclusively on these insecticides, calendar spraying 20 times or more onto a single field, it's a completely bonkers way."

While neonicotinoids don't accumulate in human or animal tissue in the way that DDT once did, the modern pesticides are more lethal, about 6,000 times as toxic compared to the older spray.

Representatives of manufacturers say that there is nothing new in the task force study.

"There is very little credible evidence that these things are causing untoward damage because we would have seen them over 20 years of use," said Dr Julian Little from Bayer, one of the manufacturers of neonicotinoids.

"If you look at the tree bumblebee, it is eating the same food as the other bees, and is being exposed to the same pesticide load and weather conditions and yet it is flourishing, whereas some other bees are not.

"If it were pesticides causing the mass destruction of our fauna, surely you would see effects on all bees?"

The European Crop Protection Association said the task force was being selective in their evidence, pointing to recent studies carried out by industry showing that the declines in bee populations have been overstated.

"We respect the scientists who have produced this research, but it appears that they are part of a movement that brings together some academics and NGOs whose only objective is to restrict or ban the use of neonicotinoid technology regardless of what the evidence may show," a spokesperson said.

Europe already has a two-year moratorium in place meaning that neonicotinoids can't be used on flowering crops such as oilseed rape.

Last week, President Obama announced the creation of a pollinator health task force to look at the impact of pesticide exposure on bees and other insects.

Prof Goulson says that he isn't in favour of a ban.

"We have been using these things for 20 years and there's not a single study that shows they increase yield," he said.

"I'm not personally in favour of an outright ban but I think we should use them much more judiciously - if they don't benefit yield we should stop using them." More

Can GM and organic farms coexist?

Writing for the Guardian, Australian Research Council future fellow Matthew Rimmer said the ruling raised the prospect of "biotrespass" laws to protect organic farmers.

The decision in Marsh v Baxterwill no doubt reignite the debate over GM crop liability. A number of scholars have argued that there is a need to revise liability regimes in respect of biotechnology. Professor Jeremy de Beerfrom the University of Ottawa has argued that there is a need to adapt the legal principles of trespass to accommodate recent developments in biotechnology, nanotechnology, and synthetic biology. He has called for the creation of a cause of action for "biotrespass".

No doubt the agricultural biotechnology industry would resist such efforts at law reform. From their perspective, GM crops should be subject to the same liability regimes as other forms of farming and agriculture.

At an international level, there will be further debate over the position of GM crops in the sweeping regional agreements under negotiation – including the Trans-Pacific Partnership. There is an intense struggle between organic farmers and the biotechnology industry at a number of levels in these international agreements.

The Marsh's lawyer, Mark Walter, said the case would have ramifications for Australia's organic industry and raised the possibility of appeal:

"This is a disappointing result for Mr Marsh and leaves Australia’s non-genetically modified food farmers with no legal protection against contamination from nearby properties ... We will closely examine the judgement of this complex and unique case and advise our client of his legal options, including his right to appeal."

The Safe Food Foundation, which helped bankroll Marsh's case, said the future for organic food in Australia was now "uncertain". The Foundation said the judge had erred by criticising Australia's organic food regulators for stripping Marsh's organic status.

The court in its judgment stated the decision by NASAA (National Association of Sustainable Agriculture Australia) to decertify Steve was erroneous. Given the extent of the contamination of Steve’s farm we fail to see how NASAA could have taken any other decision. Certainly 100% of organic consumers would support the NASAA decision.

Because the court did not recognise the NASAA decertification the court did not recognise the economic loss Steve suffered, and dismissed the case that Steve had brought for negligence and nuisance.

Foundation director, Scott Kinnear, said:

“This is a huge setback for organic and Non GM farmers and their choice to remain GM Free. This has been an important test case, of interest to many parties, locally and globally.

“We also call on our legislators to work on finding a solution to this vexed issue. State and Federal governments have continuously stated that the solution to any GM contamination events is common law. This has clearly failed today and demonstrates that the law has not kept up with new technologies such as GM.”

NASAA general manager Ben Copeman said the decision highlighted the need for legislative change for the sector and that it had opened up a "Pandora box" of conflict between the GM and organic farming sectors.

“We found GM canola growing on organically certified land. The court found that there was no risk of GM contamination. While tolerance thresholds for GM contamination are governed by the Federal Government under the National Standard for Organic and Biodynamic Produce, it is not a legislated standard and is not recognised by the courts." Corporate stranglehold of farmland a risk to world food security, study says

The world's food supplies are at risk because farmland is becoming rapidly concentrated in the hands of wealthy elites and corporations, a study has found.

Small farmers, the UN says, grow 70% of the world's food but a new analysis of government data suggests the land which they control is shrinking every year as mega-farms and plantations squeeze them onto less than 25% of the world's available farmland, says international land-use group Grain. These mega-farms are less productive in terms of amount of food they produce per area of land, the report argues.

"Small farms have less than a quarter of the world's agricultural land – or less than 20% excluding China and India. Such farms are getting smaller all the time, and if this trend persists they might not be able to continue to feed the world," says the report which draws on government statistics and calls for a stop on land grabbing by corporations.

The report suggests that the single most important factor in the drive to push small farmers onto ever smaller parcels of land is the worldwide expansion of industrial commodity crop farms. "The powerful demands of food and energy industries are shifting farmland and water away from direct local food production to the production of commodities for industrial processing," it says. The land area occupied by just four crops – soybean, oil palm, rapeseed and sugar cane – has quadrupled over the past 50 years. Over 140 million hectares of fields and forests have been taken over by these plantations since the 1960s – roughly the same area as all the farmland in the EU.

"What we found was shocking," said Henk Hobbelink of Grain. "If small farmers continue to lose the very basis of their existence, the world will lose its capacity to feed itself. We need to urgently put land back in the hands of small farmers and make the struggle for agrarian reform central to the fight for better food systems."

Big farms have been getting bigger nearly everywhere with rising numbers of small and medium-sized farmers going out of business in the past 20 years, say the authors. Belgium, Finland, France, Germany and Norway in western Europe have each lost about 70% of their farms since the 1970s while Bulgaria, Estonia, the Czech Republic and Slovakia each lost over 40% of their farms from 2003 to 2010. Poland alone lost almost 1m farmers between 2005 and 2010.

"Within the EU as a whole, over 6m farms disappeared between 2003 and 2010, bringing the total number of farms down to almost the same level as in 2000, before the inclusion of 12 new member states with their 8.7m new farmers," says the report , released with international peasant organisation Via Campesina.

But the concentration of land ownership is seen on every continent. Argentina lost more than one-third of its farms in the two decades from 1988 to 2008. Between 1997 to 2007, Chile lost 15% of its farms with the biggest farms doubling their average size, from 7,000 to 14,000 ha per farm. The United States has lost 30% of its farms in the last 50 years. Here, the number of very small farms has almost tripled, while the number of very large farms has more than quintupled.

In addition most farms have been getting smaller over time due to factors such as population pressure and lack of access to land. In India, the average farm size roughly halved from 1971 to 2006. In China, the average area of land cultivated per household fell by 25% between 1985 and 2000. In Africa, average farm size is also falling.

The authors say land reform is urgently needed if enough food is to be grown to feed everyone. "What we see happening in many countries ... is a kind of reverse agrarian reform, whether it's through corporate land grabbing in Africa, the recent agribusiness-driven coup d'état in Paraguay, the massive expansion of soybean plantations in Latin America, the opening up of Burma to foreign investors, or the extension of the European Union and its agricultural model eastward," says Hobbelink.

"In all of these processes, control over land is being usurped from small producers and their families, with elites and corporate powers pushing people onto smaller and smaller land holdings, or off the land entirely into camps or cities," he said.

The takeover of small farmers' land is now accelerating, says the report with nearly 60% of this land use change occurring in the past 20 years. The report estimates that 90% of all farms worldwide are "small", holding on average 2.2 hectares.

The report also found that small farmers often twice as productive as large farms and are more environmentally sustainable. "Although big farms generally consume more resources, control the best lands, receive most of the irrigation water and infrastructure ... they have lower technical efficiency and therefore lower overall productivity. Much of this has to do with low levels of employment used on big farms in order to maximise return on investment.

"Our data [suggests] that if all farms in Kenya had the current productivity of the country's small farms, Kenya's agricultural production would double. In Central America and Ukraine, it would almost triple. In Hungary and Tajikistan it would increase by 30%. In Russia, it would be increased by a factor of six," the report says.

"Beyond strict productivity measurements, small farms also are much better at producing and utilising biodiversity, maintaining landscapes, contributing to local economies, providing work opportunities and promoting social cohesion, not to mention their real and potential contribution to reversing the climate crisis."

The most productive farmers in the world are possibly found in Botswana, the report argues, where 93% of the farmers have small patches of land but together they grow all the country's groundnuts, 99% of its maize, 90% of the millet, 73% of beans and 25% of the sorghum on just 8% of the farmland. The California Drought Is Far From Over, And The Entire State Is Suffering

For a few days last month, it rained in San Francisco. Residents across the city cheered a welcomed respite from a drought that has crippled California for more than two years -- but the celebration turned out to be premature.

On Thursday, for the first time this century, the U.S. Drought Monitor declared that all of California is in a “severe” drought, with many areas of the state in an even worse condition, from "extreme" to "exceptional," the poorest possible rating.

“This is a once-in-a-generation conversation,” Mark Svoboda, a climatologist at the National Drought Mitigation Center, told The Huffington Post. He added that the last time California experienced comparable conditions was in the mid-1970s.

“The state has doubled its population between then and now,” Svoboda said. “You’ve got a lot more people using a relatively finite amount of water.”

No area of the state is feeling the effects of the drought more harshly than San Diego, where wildfires have ripped through more than 10,000 acres of land and tens of thousands of residents have been forced to evacuate. “In a drought, the biggest threat to health and human safety is wildfire,” Doug Carlson, an information officer at the California Department of Water Resources, told HuffPost.

And there doesn’t appear to be an end in sight. “The drought has set the stage for a very busy, very long, potentially very dangerous fire season,” Daniel Berlant, a spokesperson for CAL FIRE, said to HuffPost. “As we move into the more traditional summer months, the days are only going to get longer, and the temperatures are only going to get higher.”

California’s wildfire season usually peaks during summer and fall months and then tapers during the typically rainy winter. But the drought has turned wildfires into a year-round issue. “With that lack of rain, the grass, brush and trees really have been tinder-dry all year long,” Berlant explained, noting such conditions help flames flourish.

Svoboda added that the state’s hot, dry surface leads to a hot, dry, atmosphere, which creates a prime environment for wildfires to spread. “You also typically see windier conditions,” he added. “These are all things that fires feed on.”

The damage in Southern California has ravaged hills, homes and businesses. Beloved craft brewery Stone Brewing Company evacuated its premises on Thursday. On Wednesday, KTLA senior producer Marcus Smith tweeted a widely-recirculated photo of a “firenado,” a dangerous phenomenon caused by strong winds whipping spirals of fire into the air. More

Geoff Lawton's Permaculture Design Course (Online)

Last year saw the launch Geoff Lawton's first online Permaculture Design Certificate (PDC) course, with the hope of exponentially increasing our educational reach. It was a 'scary' undertaking, in that, being the first course, we were not sure what to expect.


But we are proud to share that the course brought an overwhelmingly positive response. I've been looking around the inner 'halls' of the course system and reading comment after positive comment, and I've seen many of the amazing designs the students submitted at the end of their training. The best news is that this course is reaching people who would otherwise never get to take a PDC course, due to remote locations, family and work commitments, health constraints, cost, etc. Doctors, lawyers, housewives, politicians, activists, nurses, rural farmers, urbanites, pilots, industrialists, even experienced Permaculture teachers - the list goes on - all are coming together in the same system to learn, share, network and cause ripples of influence we may never be able to measure.

World Bank's new agriculture project threatens food security, warn experts

A World Bank pilot project designed to measure and improve agricultural productivity will jeopardise food security in developing countries and create a "one-size-fits-all model of development where corporations reign supremely", according to a coalition of thinktanks and NGOs.

An international campaign – Our Land; Our Business – is urging the Bank to abandon its Benchmarking the Business of Agriculture (BBA) programme, claiming it will serve only to encourage corporate land grabs and undermine the smallholder farmers who produce 80% of the food consumed in the developing world.

The campaign, whose signatories include the US-based Oakland Institute thinktank and the Pan-African Institute for Consumer Citizenship and Development, argues that the Bank's attempts to adapt its ease-of-doing-business rankings to the agricultural sector will sow poverty "by putting the interests of foreign investors before those of locals".

The BBA was devised after the G8 asked the Bank to explore a doing business in agriculture index two years ago under the G8's controversial New Alliance for Food Security and Nutrition programme.

BBA pilot schemes, which receive funding from the US development agency, USAid, the UK's Department for International Development (DfID), the Dutch and Danish governments and the Bill and Melinda Gates Foundation, are being trialled in 10 countries: Ethiopia, the Philippines, Guatemala, Rwanda, Morocco, Spain, Mozambique, Uganda, Nepal and Ukraine. Among the issues under investigation are access to seeds, fertiliser, mechanisation, finance, markets, transport and technology.

"Despite a language that claims concerns for small farmers, the goal of this newagriculture-focused ranking system is far too clear: [to] further open up countries' agriculture sectors to foreign corporations," the campaign said in a statement. "The doing business [rankings] give points to countries when they act in favour of 'ease of doing business'. This consists of smoothing the way for corporations' activity in the country by, for instance, cutting administrative procedures, lowering corporate taxes, removing environmental and social regulations or suppressing trade barriers."

The campaigners point to Liberia – where dozens of business reforms between 2008 and 2011 attracted considerable foreign direct investment that resulted in the corporate acquisition of more than 607,000 hectares in the space of a few years – and the Philippines, which shot 40 places up the doing business rankings between 2011 and 2014, and where foreigners last year acquired 5.2m hectares of land.

They say that squeezing out the small farmers, who often lack tenure security and government help yet still produce the overwhelming majority of food in developing nations, is not only unfair but also dangerous.

"It is time that the World Bank ceases to ignore that smallholders are the only future of an agriculture that can guarantee food security, ensure a sustainable use of natural resources and bring human development," the statement concludes. "We know far too well how damaging large-scale industrial farming is to the environment and the people. This model shall not be expanded to the developing word." More

Full Planet, Empty Plates: The New Geopolitics of Food Scarcity

World agriculture is now facing challenges unlike any before. Producing enough grain to make it to the next harvest has challenged farmers ever since agriculture began, but now the challenge is deepening as new trends—falling water tables, plateauing grain yields, and rising temperatures—join soil erosion to make it difficult to expand production fast enough.

As a result, world grain carryover stocks have dropped from an average of 107 days of consumption a decade or so ago to 74 days in recent years.

World food prices have more than doubled over the last decade. Those who live in the United States, where 9 percent of income goes for food, are largely insulated from these price shifts. But how do those who live on the lower rungs of the global economic ladder cope? They were already spending 50–70 percent of their income on food. Many were down to one meal a day before the price rises. Now millions of families routinely schedule one or more days each week when they will not eat at all.

What happens with the next price surge? Belt tightening has worked for some of the poorest people so far, but this cannot go much further. Spreading food unrest will likely lead to political instability. We could see a breakdown of political systems. Some governments may fall.

As food supplies have tightened, a new geopolitics of food has emerged—a world in which the global competition for land and water is intensifying and each country is fending for itself. We cannot claim that we are unaware of the trends that are undermining our food supply and thus our civilization. We know what we need to do.

There was a time when if we got into trouble on the food front, ministries of agriculture would offer farmers more financial incentives, like higher price supports, and things would soon return to normal. But responding to the tightening of food supplies today is a far more complex undertaking. It involves the ministries of energy, water resources, transportation, and health and family planning, among others. Because of the looming specter of climate change that is threatening to disrupt agriculture, we may find that energy policies will have an even greater effect on future food security than agricultural policies do. In short, avoiding a breakdown in the food system requires the mobilization of our entire society.

On the demand side of the food equation, there are four pressing needs—to stabilize world population, eradicate poverty, reduce excessive meat consumption, and reverse biofuels policies that encourage the use of food, land, or water that could otherwise be used to feed people. We need to press forward on all four fronts at the same time.

The first two goals are closely related. Indeed, stabilizing population depends on eliminating poverty. Even a cursory look at population growth rates shows that the countries where population size has stabilized are virtually all high-income countries. On the other side of the coin, nearly all countries with high population growth rates are on the low end of the global economic ladder.

The world needs to focus on filling the gap in reproductive health care and family planning while working to eradicate poverty. Progress on one will reinforce progress on the other. Two cornerstones of eradicating poverty are making sure that all children—both boys and girls—get at least an elementary school education and rudimentary health care. And the poorest countries need a school lunch program, one that will encourage families to send children to school and that will enable them to learn once they get there.

Shifting to smaller families has many benefits. For one, there will be fewer people at the dinner table. It comes as no surprise that a disproportionate share of malnutrition is found in larger families.

At the other end of the food spectrum, a large segment of the world’s people are consuming animal products at a level that is unhealthy and contributing to obesity and cardiovascular disease. The good news is that when the affluent consume less meat, milk, and eggs, it improves their health. When meat consumption falls in the United States, as it recently has, this frees up grain for direct consumption. Moving down the food chain also lessens pressure on the earth’s land and water resources. In short, it is a win-win-win situation.

Another initiative, one that can quickly lower food prices, is the cancellation of biofuel mandates. There is no social justification for the massive conversion of food into fuel for cars. With plug-in hybrids and all-electric cars coming to market that can run on local wind-generated electricity at a gasoline-equivalent cost of 80¢ per gallon, why keep burning costly fuel at four times the price?

On the supply side of the food equation, we face several challenges, including stabilizing climate, raising water productivity, and conserving soil. Stabilizing climate is not easy, but it can be done if we act quickly. It will take a huge cut in carbon emissions, some 80 percent within a decade, to give us a chance of avoiding the worst consequences of climate change. This means a wholesale restructuring of the world energy economy.

The easiest way to do this is to restructure the tax system. The market has many strengths, but it also has some dangerous weaknesses. It readily captures the direct costs of mining coal and delivering it to power plants. But the market does not incorporate the indirect costs of fossil fuels in prices, such as the costs to society of global warming. Sir Nicholas Stern, former chief economist at the World Bank, noted when releasing his landmark study on the costs of climate change that climate change was the product of a massive market failure.

The goal of restructuring taxes is to lower income taxes and raise carbon taxes so that the cost of climate change and other indirect costs of fossil fuel use are incorporated in market prices. If we can get the market to tell the truth, the transition from coal and oil to wind, solar, and geothermal energy will move very fast. If we remove the massive subsidies to the fossil fuel industry, we will move even faster. 10

Although to some people this energy transition may seem farfetched, it is moving ahead, and at an exciting pace in some countries. For example, four states in northern Germany now get at least 46 percent of their electricity from wind. For Denmark, the figure is 26 percent. In the United States, both Iowa and South Dakota now get one fifth of their electricity from wind farms. Solar power in Europe can now satisfy the electricity needs of some 15 million households. Kenya now gets one fifth of its electricity from geothermal energy. And Indonesia is shooting for 9,500 megawatts of geothermal generating capacity by 2025, which would meet 56 percent of current electricity needs. More

The scene plays out in India in 1965.

At a reception, I met the head of Indian operations for Esso (now ExxonMobil). When I asked him how business was, he said it was great. In particular, diesel sales to fuel irrigation pumps were nearly double the previous year’s level. Why? Because farmers were pumping continuously to try to save their crops.

Soon after, I met an embassy staff person, an avid duck hunter. He usually took off a few weeks in the fall to go hunting on a lake up north. This year he had canceled his vacation because the lake was dry.

An agronomist who worked with the U.S. Agency for International Development (USAID) traveled extensively in rural India and often stopped his car in the countryside to take soil samples. But he complained to me that he could no longer get good core samples: the soil was so dry it crumbled and fell out of his auger as he withdrew it.

This was something that I had never seen in my years of farming. I became convinced that India faced a huge crop shortfall.

It was the fall of 1965 and I had come to India because the USAID mission in New Delhi had asked the U.S. Department of Agriculture (USDA) for someone to help them with an agricultural analysis.

What caught my attention in New Delhi right away was the condition of that year’s grain crop. The Indian government officially estimated grain demand for 1965 would be 95 million tons. I soon began to wonder whether a harvest anywhere near this amount would materialize. I found reports of drought in virtually every corner of the country. The drought appeared to be almost everywhere.

Since the United States was the dominant world grain supplier—the only country that could even think about filling a deficit of this scale—this warranted an urgent cable to alert my boss, the U.S. Secretary of Agriculture Orville Freeman. If a potential deficit of this magnitude was a real prospect, he needed the information as soon as possible.

However, if I were going to sound such an alarm, I needed to estimate the size of the deficit, despite having only fragmentary data. If my estimate of the deficit was too high, the United States would over mobilize and waste resources. But if my estimate was too low, that could lead to famine. I worked to strike the right tone in the cable to Freeman.

Off to Rome

The cable actually went to Washington on Wednesday, November 10. On Friday of the following week, I received a cable from Secretary Freeman. It was short and cryptic: “Please meet me in Rome tomorrow morning.” He would be in Rome attending the biennial conference of agricultural ministers organized by the U.N. Food and Agriculture Organization.

At that point, I asked to meet with India’s minister of food and agriculture, C. Subramaniam, to share my assessment with him. I urged him not to play it down when he got to Rome—unless he was convinced that it was off base. Otherwise, the U.S. government would not mobilize its grain aid quickly enough and the needed shipments might not arrive in time.

When I met Secretary Freeman on Saturday morning, he said he had shared my cable with President Lyndon Johnson (LBJ). My analysis played to one of LBJ’s deepest concerns: that India was neglecting its agriculture as it concentrated on industrialization. Its government simply seemed to assume that the United States would fill any grain deficits that India might face.

Creating dependency

If India continued on this path, it would become dangerously dependent on the United States in the event of any crop shortfalls. That was all the more problematic as this was a time when scores of other countries also depended on U.S. grain.

President Johnson and his team knew that if the recent agricultural trends in India continued, eventually India’s grain needs would exceed the United States’ capacity to meet them. When an Indian official was asked by a reporter about the adequacy of the country’s grain stocks, he responded, “Our reserves are in the grain elevators in Kansas.”

It was this casual thinking about food security in India, then a country with a population more than double that of the United States and growing by 10 million per year that alarmed the U.S. president. It led to what came to be known as the “short-tether policy” on U.S. food aid.

Constructive conditionality

LBJ had asked Secretary Freeman to get a commitment from the Indians to develop their agriculture—and fast. Any continuing food aid from the United States would be contingent on this.

India was facing a potentially massive famine. I wanted to make sure that both governments understood the gravity and urgency of the situation. Rarely have two governments been in a situation where the stakes, measured in human lives, were so high.

Freeman, Subramaniam and I met on Monday morning to discuss the situation. They asked me to draft an agreement between the two countries based on our discussion. At the end of the day, I had a draft. The agreement was short, three pages double-spaced.

I knew what India had to do. The government’s food price policy, which catered to the urban population by imposing ceiling prices on wheat and rice, had to be replaced. What was needed was a floor price guarantee for the farmers growing these grains. Fertilizer supplies had to increase rapidly. This meant shifting fertilizer production from the public sector to the private sector.

There were high-yielding dwarf varieties of wheat. Initially developed in Mexico by Norman Borlaug and his colleagues with support of the Rockefeller Foundation, they had been tested in India and performed very well. India needed to accelerate the dissemination of these high-yielding wheats.

Creating linkages across borders

Once we had negotiated the agreement that contained these essential points, Freeman cabled a draft to LBJ for approval. The president approved it immediately and Secretary Freeman signed the agreement. In essence, he committed the United States to providing massive food assistance—as long as India adopted the reforms.

The Indian government’s original five-year agricultural plan was a much longer, detailed bureaucratic document. My new draft was only a few pages on the key initiatives needed. Its strength was that it linked the movement of wheat from the United States to the implementation of a new food production strategy in India. The monsoon failure and the massive looming grain deficit had changed everything.

Inside the Indian government, Agriculture Minister Subramaniam took all the necessary steps. In effect, he said: Our agriculture is in trouble. We could be facing a huge grain deficit, a potentially massive loss of life. We have to reform our agriculture. Here is what we need to do.

You reform, we deliver

One thing the Indians did not anticipate was the extent to which the Johnson Administration was going to use food aid to force the Indian government to follow through on every measure in the agreement. If the Indian government did not accomplish certain measures, the ships would stop leaving U.S. ports.

It took the Indians a while to realize that LBJ was dead serious about the reforms. Several times in the months ahead, the ships stopped sailing because India had not fulfilled its part in implementing the bilateral agreement. They would move again only when India had met its commitments.

The greatest challenge was actually importing the 10 million tons of grain in a single year when India previously had never imported anywhere near this amount before.

To assess whether—and how—this massive amount could be moved in time, Secretary Freeman called on logistics specialists in the USDA, men who had served in the Army Quartermaster Corps in World War II. During the war, they had become masters of moving equipment and arms from point A to point B. Their ingenuity was boundless.

Yankee ingenuity to help India

What they did to greatly increase India’s port capacity was to lease one of the largest supertankers afloat at the time, the Manhattan. They then anchored the massive ship in the Bay of Bengal and used it as a port.

On one side, ships from the United States arrived with grain that was pumped on board and then unloaded on the other side into small, flat-bottomed, local boats called dhows, which were about 30 feet long.

Thousands of dhows were used to move the grain up the Ganges River and its tributaries to reach the parts of the country where the drought was most severe and the risk of starvation the greatest. It was remarkably successful.

The result

Final data on the 1965 Indian harvest showed it coming in at 77 million tons of grain—18 million tons below the Indian government’s original estimated consumption. In the effort to stave off famine, the United States that year shipped a fifth of its wheat harvest to India.

At that time, it was the largest movement of food ever between two countries. Some 600 ships, nearly two a day, left U.S. ports laden with wheat for India. Measured by the number of ships used in a single logistical operation, it ranks high on the all-time list. This record flow of food from the United States to India avoided what could have been one of history’s most devastating famines.

With the new agricultural development strategy, India doubled its wheat harvest in seven years, a record for growth in production of a food staple in a major country. No country, not even the United States, had ever managed such rapid growth.

For the United States, this was one of our finest moments. And not just because millions of lives were saved, but because our government had seen a rare opportunity to restructure India’s agriculture by dramatically boosting land productivity. More

Uncertainty on figures hampering food security efforts

More than 600 scientists gathered in the Netherlands for a global food security conference, described as the first of its kind.

The combination of poor harvests
and rising demand has increased
price volatility in global grain markets

Organisers said science could help end uncertainty surrounding efforts to meet the food needs of future generations.

They added that, until now, there were many policy debates on food security but there was no scientific forum for researchers to share knowledge.

The next food security conference will be held in the US in 2015.

"A really key message from the conference for us is that we have got lots of estimates about needs of population growth etc, but at the moment we are so uncertain of the exact numbers - the uncertainty is really very high," said conference co-chairman Ken Giller, professor of plant production systems at Wageningen University.

"We talk about the current population being seven billion, moving to 9.2 billion in 2050 and the estimate is that we need to increase production 70% or more.

"But there are many different ways of addressing that. If we don't know what the problem is then we can't get started in addressing them."

Appetite for change

Prof Giller said there was "unprecedented interest" among the scientific community when details of the conference was first announced.

"We did anticipate about 250-300 people , but we actually ended up with more than 900 abstracts being submitted," he told BBC News.

"The conference was basically sold out - we had 600 people and that was all we could accommodate."

He explained that the conference was designed to create a forum where representatives from the different branches of science could come together and discuss and debate the issues of global food security.

"We pulled together a science committee with the real aim to make the conference broad and to include all the main disciplines," he said.

"We had people on the science committee from economics, nutrition and we had people dealing with food waste, which is a very important topical issue."

Prof Giller said that current estimates suggested that 30-40% of the food produced was wasted and not eaten.

Other themes that were discussed at the conference included:

  • Nutritional security,
  • Sustainable intensification of food production systems,
  • Novel ways of feeding nine billion,
  • Agricultural production as feedstock for renewables.

The organisers hope that the outcomes from the four-day event in Noordwijkerhout, South Holland, will help focus the scientific world's contribution to the UN global policy system.

One of the UN's eight Millennium Development Goals (MDGs) was to "eradicate extreme poverty and hunger" by 2015, which included the target of halving - between 1990 and 2015 - the proportion of people suffering from hunger.

Assessments suggest the target is "within reach". However, a 2013 report on the progress of the MDGs warned that one in eight people remained chronically undernourished.

UN Secretary General Ban Ki-moon has announced that he wants to build on the MDGs, replacing them with a suite of Sustainable Development Goals that will run from 2015-2030.

He said one of his priorities was to "adopt globally agreed goals for food and nutrition security, mobilise all key stakeholders to provide support to smallholder farmers and food processors and bolster the resilience of communities and nations experiencing periodic food crises". More

Seeing Food As A Commons Opens Up Creative New Possibilities

What would the world look like if we began to re-conceptualize food as a commons? Jose Luis Vivero Pol of the Centre for Philosophy of Law at Catholic University of Louvain in Belgium has done just that in a recent essay, “Food as a Commons: Reframing the Narrative of the Food System.”

The piece is impressive for daring to imagine how the world’s estimated 668 million hungry people might eat, and how all of us would become healthier, if we treated more elements of the food production and distribution system as commons. Instead of managing food as a private good that can only be produced and allocated through markets, re-conceptualizing food as a commons helps us imagine “a more sustainable, fairer and farmer-centered food system,” writes Vivero Pol.

One reason that the commons reframing is so useful is that it helps us see the ubiquity of enclosures in the food system. We can begin to see the galloping privatization of farmland, water, energy and seeds. We can see the concentration of various food sectors and the higher prices and loss of consumer sovereignty that comes from oligopoly control.

Enclosure is snatching shared resources from us and preventing us from managing them to maximize access and good nutrition. This is often known these days as “resource grabbing,” as companies and national governments race to seize as many abundant, cheap natural resources as they can on an international scale. This is one reason for the many pernicious enclosures of land commons in Africa and Latin America in recent years. There is a huge exodus from traditional and indigenous lands as China, Saudi Arabia, Korea, hedge funds and others buy up natural resources. These enclosures are moving us “from diversity to uniformity, from complexity to homoegeneity, and from richness to impoverishment,” writes Vivero Pol.

Strangely, “no one has really questioned the nature of food as a private good, produced by private inputs or privately harvested in enclosed areas of the world." Yet asking such a question helps us to see why massive hunger can persist with food abundance. The ethic of “no money, no food” means that only those with sufficient "consumer demand" are entitled to food. And even then, good health is no guarantee because the industrialized food model actively promotes expensive processed foods that are either non-nutritious or actively harmful to our health, but more lucrative to companies.

It helps to remember that many aspects of food are already considered commons, notes Vivero Pol. For example, fish stocks, unpatented genetic resources, wild fruits, recipes, agricultural knowledge and food safety regulations cannot be owned and can be harvested and used by anyone or by bounded commons.

Most cultivated food, however, is generally a private good, which means that food is vulnerable to being traded, hoarded and sold for competing uses (e.g., biofuels, animal feed) if it can fetch more money. In the classic economists’ formulation, food that is privatized and commoditized can be made “excludable” and “rival,” and this in practice tends to override any moral entitlements or human rights claims over food.

This means that private control has enormous public consequences. If people go hungry because they can’t afford food, they suffer diet-related illnesses such as diabetes and heart disease. Their psychological health suffers. They may die of malnutrition. This of course has diverse economic, political and social effects that an economist would consider an unfortunate but inexorable “externality” for which buyers and sellers have no responsibility. But it is quite obvious that such are the predictable outcomes of the commoditization of food.

So how might we convert privately owned food production into more of a public good? (Vivero Pol uses “public good” and “commons” interchangeably, while acknowledging that the former term is used in economic contexts and the latter in sociological contexts. But I would suggest that the two terms should be emphatically separated to make clear that the commons has generative capacities and social grounding that a "public good" does not.)

First, we should apply the commons template to our food production system and enumerate the harms caused by enclosures. As Vivero Pol writes, these harms include: “excessive commodification of food, with high pricing, laws and private enclosure as main barriers to fully enjoying those vital resources”; irregular private land titling, land grabbing and land evictions…”; “excessive patents of life, biopiracy and patented GMOs”; “the concentration in agri-food chains in a few transnationals”; and enclosure schemes such as “the Carbon Sequestration Initiative,” the REDD+ and the Payment for Environmental Services.”

Once we regard food as a commons, we can begin to see that everybody ought to have a human right to food. “Another implication would be that food should be kept out of trade agreements dealing with pure private goods,” writes Vivero Pol. We would also need to develop an international legal framework to regulate food as a global level, and guarantee everyone a minimum amount of food as a “universal Basic Food Entitlement.” More

5 Million Farmers Sue Monsanto for $7.7 Billion

Launching a lawsuit against the very company that is responsible for a farmer suicide every 30 minutes, 5 million farmers are now suing Monsanto for as much as 6.2 billion euros (around 7.7 billion US dollars).

The reason? As with many other cases, such as the ones that led certain farming regions to be known as the ‘suicide belt’, Monsanto has been reportedly taxing the farmers to financial shambles with ridiculous royalty charges.

The farmers state that Monsanto has been unfairly gathering exorbitant profits each year on a global scale from “renewal” seed harvests, which are crops planted using seed from the previous year’s harvest.

The practice of using renewal seeds dates back to ancient times, but Monsanto seeks to collect massive royalties and put an end to the practice. Why? Because Monsanto owns the very patent to the genetically modified seed, and is charging the farmers not only for the original crops, but the later harvests as well. Eventually, the royalties compound and many farmers begin to struggle with even keeping their farm afloat. It is for this reason that India slammed Monsanto with groundbreaking ‘biopiracy’ charges in an effort to stop Monsanto from ‘patenting life’.

Jane Berwanger, a lawyer for the farmers who went on record regarding the case, told the Associted Press:

“Monsanto gets paid when it sell the seeds. The law gives producers the right to multiply the seeds they buy and nowhere in the world is there a requirement to pay (again). Producers are in effect paying a private tax on production.”

The findings echo what thousands of farmers have experienced in particularly poor nations, where many of the farmers are unable to stand up to Monsanto. Back in 2008, the Daily Mail covered what is known as the ‘GM Genocide’, which is responsible for taking the lives of over 17,683 Indian farmers in 2009 alone. After finding that their harvests were failing and they started to enter economic turmoil, the farmers began ending their own lives — oftentimes drinking the very same insecticide that Monsanto provided them with.

As the information continues to surface on Monsanto’s crimes, further lawsuits will begin to take effect. After it was ousted in January that Monsanto was running illegal ‘slave-like’ working rings, more individuals became aware of just how seriously Monsanto seems to disregard their workers — so why would they care for the health of their consumers?
